DEFINING THE CONTENT OF ESC RIGHTS-PROBLEMS AND PROSPECTS

The purpose of Module 8 is to provide clarification on the process of defining the content of ESC rights. 

This module should help trainees understand/clarify for themselves:

  • the meaning of the terms "core content” and "minimum core content” of rights;
  • how the process of defining ESC rights fits into overall ESC rights work and, in particu­lar, how defining the content of specific ESC rights can be an empowering process as part of education and mobilization work on ESC rights; and
  • the current debate about core content and minimum core content.

Suggested Methods

¨      Small group work in defining the meaning of different ESC rights: The trainer should ask the participants to define the meaning of different standards.  For example, one small group should define the content of the right to health.  Another small group should define the content of the right to education. 

Each small group should present to all participants its definition of the respective right. 

Each presentation should be followed by discussion by all participants to clarify as well as add or modify the content proposed by the small group. 

¨      Case-study discussion on Provea’s experience in defining minimum core content of the right to health: The trainer could introduce either to the group as a whole or in small groups the case study on Provea’s experience in defining the minimum content of the right to health. 

The purpose of using this case study is to clarify the meaning of core content and mini­mum core content, the debate regarding them, and their link to the mobilization process.
