USING MODULE 13 IN A TRAINING PROGRAM

The Right to Adequate Housing

The purpose of Module 13 is to clarify the content and scope of the right to housing.

This module should help trainees understand/clarify for themselves:

  • the scope of  international, regional and national standards guaranteeing the right to housing and a state’s obligations arising from these standards;
  • elaboration of guarantees provided under article 11 of the ICESCR as contained in Gen­eral Comments 4 and 7 of the CESCR; and
  • strategies for ensuring the enjoyment of the right to housing.

Suggested Methods

¨      Discussion of a case study of a forced eviction: A facilitator should prepare for discussion by the participants a case study based on a real case of eviction.  Working in small groups, the participants should discuss the case study and prepare a report on how forced eviction undermines the right to housing. 

After each group presents its report, the facilitator should make a presentation based on the module.  This method begins with the issue of forced eviction, which leads to the general question of the right to housing.
