1. Study of the Dominican case

The situation regarding human rights in the Dominican Republic was a main topic of this working meeting. The Commission made a detailed study of the work done by the Chairman and the other members who represented it in Dominican territory, and it considered the reports presented individually by Drs. Moreover, the Commission considered the draft report presented by the Executive Secretariat, which covers all the work done by the Commission in that country. This document was approved in the meeting held on October 14, 1965.

2. Invitation from the Dominican Government

On September 27, 1965, the Vice Minister for Foreign Affairs of the Dominican Provisional Government, Dr. Rafael Mencía Lister, addressed a note to the Commission inviting it to be present in the country.

3. Tasks to be carried out by the Commission in the Dominican Republic

In the course of its meetings the Commission considered the tasks that it should carry out in Dominican Territory until the holding of the elections and the inauguration of the elected President.

For this purpose, it considered the present situation of the country in the light of the information presented by the Chairman of the Commission and its other members, and examined the extent of its powers in accordance with its Statute. The Commission also took into consideration the decision adopted at its Eleventh (Special) Session, as well as the provisions of Article 51 of the Institutional Act of the Dominican Republic.

At the tenth meeting, held on October 15, the Commission approved a resolution that set forth the tasks it should accomplish in Dominican territory.

The text of that resolution is as follows:
