Mr. Secretary:

             I have the honor to tramit to you the brief by which the Delegate of the Commission in the María Elena Loayza Tamayo Case, request that the Honorable Inter-American Court of Human Rights, in conformity with that in Articles 63(2) of the American Convention and 24 of the Rules of Procedure of the Court request the Peruvian State reverse the cellular isolation order imposed on the claimant.
